The South-Kazakhstan region is one of the largest regions of the Republic. The region is rich in mineral deposits such as barytes, coal, iron and polymetallic ores, uranium, gold, sandy-gravel mixture, loamy soil, underground waters, benthonite clays, vermiculites, talc, limestone, granite, marble, gypsum, quartz clays.
The region takes the 1st place all over the Republic in uranium supplies, the 3rd place-in phosphorites and iron ore.
The South-Kazakhstan region has a considerable industrial and economical potential. It is one of the labour redundancy regions of Kazakhstan.The region is the largest manufacturer and supplier of leather raw materials, vegetable oil, fruits, grapes, melon, macaroni, tobacco products, beer non-alcoholic products and the only one- of cotton.
The region also produces lead, cement, oil products, excavators, power transformers, oil switchers, hosiery, ready-made garments, furniture. Industry of the region produces about 3,0% of industrial products volume of Kazakhstan.
Share of separate branches in the total volume of industrial products produced in the region is as following: oil-refining - 11,5%; textile and sewing industry - 2,4%; production and distribution of electrical energy, gas and water - 10,1%; production of foodstuffs and tobaccos - 38,3%; production of non-ferrous metals - 1,3%; other branches - 36,4%.
The largest enterprises of the Republic are - LLC "Petro Kazakhstan oil products", JSC "Industrial corporation "Juzhpolymetall"", JSC "Shymkentcement", JSC "Chimfarm", LLC "Plant "Electroapparat"", JSC "Kentau transformer plant", JSC "Kentau excavator plant", JSC "Melanzh", JSC "Yutex", JSC "Shymkentmai", LLC"Shymkentbeer", LLC "Pahat-Shymkent", LLC "Macaroni factory "Corona"", JSC "Vizit", LLC "Barys 2007".
Within the framework of realization of the strategy of industrial and innovational development of the Republic of Kazakhstan, in accordance with the Legislation of the Republic of Kazakhstan from the 26th of January, 1996 "About special economical zones in the Republic of Kazakhstan", and for development of enterprise of cotton-processing industry, textile and sewing industry, The Special economical zone "Ontustyk" was formed.
Moreover, on the territory of economical zone the development of enterprise of cellulose industry and enterprise on wool processing is foreseen.
Investors of SEZ are fully exempted from property tax, tax on land, customs duties for a period of 25 years. The Government of the Republic of Kazakhstan laid out funds for formation of the necessary infrastructure. 7,9 mlrd. tenge were allocated from the republican budget for development of infrastructure. Today the construction of SEZ territory protection, administrative buildings of the Directorates of SEZ, of taxation and customs bodies, gas pipeline of middle pressure have been completed, telephone communication has been provided. Also, all necessary communication networks (water pipe, electrical energy, automobile road, railway lines), and nowadays, we are ready to admit investors into the special zone, who can start construction of textile enterprises.
By the 1st of December of 2009 the completion of infrastructure construction is planned, and also the measures for 2010-1012 as construction of three enterprises of textile industry - LLC "Cottonindustrycelliloze", LLC "Oxy Textile", JSC "Uytex-KZ" are realized ahead of schedule of the programme of SEZ development. Today, for beginning and development of business, the favourable conditions are provided in SEZ.
The main factor is political and social stability. Investors are exempted from taxes and customs duties. The South Kazakhstan, where the SEZ is situated, is a regional center with cheap materials. All these factors allow producing of competitive products.
It is possible to construct production of mineral cotton, mineral fibre and construction armature on the base of basalt deposits. The region disposes of the unique deposits of refractory clay and vollastonytes. Availability of deposits proposes a formation of the great ceramic plant in the Tolebi district of the region.
Bessaz deposit of talc-magnesite permits to create a large enterprise on production of talc and magnesite concentrates. The given material is used in production of varnish and painting products of industry, plastic, fire-resistants.
