An Akim of the cityKentau - Tabyldiev Koktembek Okimbekovich
1. An Akim of the city provides a steady execution of the Constitution of the Republic of Kazakhstan, Laws, Decrees and Orders of the President, acts of the Prime-Minister and of the Government of the Republic of Kazakhstan, a right combination of regional interests with national interests, represents the interests of the city in interrelations with state bodies, organizations and citizens.
- As a Head of a local executive body of the city, an Akim of the city places for consideration the legal acts, providing an observation of laws and an execution of the Acts of the President and of the Government of the Republic of Kazakhstan, of an akim and akimat of the SKR, a protection of rights, liberties and legal interests of citizens, to the city representative body.
2. In accordance with the current legislation, an akim of the city realizes a formation of the system of executive bodies in the city, manages questions of personnel policy, of universal military responsibilities and military service, of a civil defence, and also of a mobilizational preparation and a mobilization, and also within is authorities, provides an interaction and a coordination of an activity of the territorial organs of the ministries and administrations of the Republic of Kazakhstan, situated on the territory of the city.
3. In cases, stipulated by the legislation, as a representative of the President and the Government of the Republic of Kazakhstan, an Akim of the city promotes a decision of the city problems in the Parliament of the Republic of Kazakhstan, central executive bodies, within its competence represents the interests of the city in foreign economical activity and assists in development of interregional connections.
5. An Akim of the city provides a general administration in the sphere of budgetary policy and inter-budgetary relations, organizes coordination and interaction with territorial organs on questions of tax and budget administering, financial control and economical security.
6. An Akim of the city organizes a fulfillment of requirements of the Law of the Republic of Kazakhstan “About military obligations in a military service”, coordinates a realization of city programmes on measures for the prevention of offences and struggle with criminality, narcomany and narcobuisness; performs control on execution of legislation in the sphere of: struggle with corruption, improvement of civil and legal relations, realization of authorities of local organs of the state administration.
7. An Akim of the city appoints and discharges from the office the political state officials (akims of villages), deputies of akim of the city, a Head of the Machinery of the city akim, of chiefs of the executive organs, structural subdivisions of the Machinery of the city akim, financed from the city budget, in accordance with the Legislation of the Republic of Kazakhstan “About state service”.
Executes an interaction with the Machinery of akim of the region on questions of development of the city, of realization of laws, decrees of the President of the Republic of Kazakhstan, decisions of the Government of the Republic of Kazakhstan, directive documents of the higher state organs.
8. The Akim directly rules an activity of:
- deputies akim of the city,
- a head of the Machinery of the city akim;
- akims of the villages: Hantagy, Bayaldyr, Achisay and Karnak:
- state city organizations and institutions.
9. Interrelates with:
- the Kentau city department of the DCNS of the Republic of Kazakhstan, in the South-Kazakhstan region;
- the city prosecutor’s office;
- the city court;
- the city department of defence affairs.
10. Leads:
1) an akimat of the city;
2) the city Council of struggle with criminality and corruption in akimat of the city;
3)the commission of financial and economical development of an enterprise.

11. Manages the questions and assumes a personal responsibility for realization of akimat’s Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
- an agro-industrial and food provision of population,
- a development of rural territories and agricultural production, a provision of agricultural commodity producers by irrigation water, a processing and realization of agricultural products. Provides a deepening of reforms in a village, a financial improvement of agricultural formations, a development of farming, marketing and veterinarian services, of food wholesale markets, an establishing work of associations and unions of agricultural commodity producers.
3) a realization of the state industrial policy, questions of an effective development and functioning of branches of: industry, service sphere and trade, a monitoring of financial and economical activity of enterprise, industry and energetic complex, a regulation of activity of natural monopolies, a reorganization, a bankruptcy and a liquidation of insolvent enterprises, of small and middle business, a planning of development reforms of interregional and inter-industrial relations of enterprises.
4) a realization of budgetary and financial policy, questions of realization of the city akim’s actions on execution of programmes of the Government, of administration of economical reforms, an elaboration of current and indicative plans and prognosis of: financing, prices, crediting, settlement discipline, state purchases, money circulation, salary, formation of stock exchange market, communal property, a realization of programmes on reduction of poverty and unemployment, questions of provision of its financing. Execution of a control of the purposal and rational usage of allocated funds.
5) an analysis and a control of raising and spending of the fund of the local budget, off-budget and other funds.
6) tax and budgetary policies,
7) regulations and a state standard of rendering of services;
8) a coordination and a realization of all state and city programmes;
9) an elaboration of current and indicative plans and prognosis of: financing, prices, crediting, settlement discipline, state purchases, money circulation, salary, formation of stock exchange market;
10) a mortgage credit lending of housing construction.
11) a preparation and a realization of the strategic and medium-dated plans of economical and social development;
12) a reorganization of insolvent enterprises;
13) a financing of programmes of city development, financial and crediting relations.
12. Executes an administration of economical reform, of communal property of the city, an analysis and a monitoring of raising and spending of the fund of the local budget, off-budget and other funds.
13. Executes a control over the execution of the profitable and expendable parts of the budget of the city, a purposal disposition of the financial resources, directed to upkeep of the state institutions of social sphere and executive bodies financed from the budget of the region.
14. Provides an improvement of practice of maintenance and usage of state living-space fund, interacts with territorial organs in the sphere of administering of state property and privatization, executes a control of effective usage of objects of communal property and property complex.
15. Organizes a realization of the state programmes: “Development of rural territories for 2004-2010”, “Development of industry of building materials, things and constructions”, of state programmes: “Programm of social and economical development of Kentau”, “Programm of industrial and innovative development of the city Kentau on attracting investments”, “Programm of industry, import substitution and trade”, “Programm of stable development of agro-industrial complex of the city”, “Programm of development of rural territories”, “Programm of support and development of small entrepreneurship”, “Programm of tourism development”.
16. Coordinates a work of akimat of Karnak on questions within its competence.
17. Directly rules an activity of:
- the Department of finances;
- the Department of economy and budget planning;
- the Department of entrepreneurship;
- the Department of agriculture;
18. Directly rules:
- the budgetary commission;
- the commission of external situations;
- the tripartite conciliation commission;
- the commission on leading of contests of state purchases of goods, works and services, tenders;
- the commission on granting credits from the funds of the city budget to the subjects of the small entrepreneurship;
- the commission on inspection of correctness of the social aid granting;
- the commission on leading of inventory of the market areas.
19. Supervises, coordinates a work, and interrelates with:
1) the city territorial Department of the Ministry of agriculture of the Republic of Kazakhstan;
2) the city department of statistics;
3) the tax committee;
4) Department of treasury;
5)the city department of sanitary and epidemiological control;
6) the city department of external situations;
7) the city militarized service of saving TAU-KEN;
8) the payment center;
9) banks of all levels, with city fund “Atameken”, enterprises and organizations of branches of industry complex, of trade, the state institution “Center on collection of fees in the market”, a branch of the committee of forestry, fish and hunting ground industry and other organizations of agro-industrial complex. 20. Manages the questions and assumes a personal responsibility for realization of akimat’s Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
1) labour and social protection of population;
2) internal policy;
3) international agreement;
4) education and science;
5) culture;
6)language policy;
7)regulation of migration and demographic processes.
21. Organizes a studying and a forecasting of social and political situation, a work and a coordination with political parties, public associations, mass media, youth organizations and movements, religious confessions, creative unions, national and cultural centres, veteran and trade union organizations on explanation of internal and foreign policies of the Head of the State, of the Government, a formation of mechanisms of approval and liberalization of social conflicts.
22. Organizes work of the akimat and of all state organs, which are jurisdictional to the city akimat, on execution of problems passing from the Address of the President to the people of Kazakhstan.
23. Executes a coordination of activity of the state bodies on preparation and holding of social and political measures.
24. Organizes acrealization of the State programmes: “Cultural heritage of the Republic of Kazakhstan”, “Education” and city programmes: “Programm of employment and social support of the population of the city”, “Programm of rehabilitation of invalids of Kentau”, “Reformation and development of health care”, “On capital repairs and material-technical equipment of objects of health care”, “Programm of development of the sphere of culture of Kentau”, “Programm of realization of the state youth’s policy”, “Programm of functioning and development of languages”, “Programm of state support of non-governmental organizations of the city Kentau”, “Programm of struggle with narcomany and narcobuisness”, “Programm of support of young specialists”, “Programm of development of physical raining and sports of Kentau”.
25. Executes a control on formation of healthy way of life.
26. Coordinates a work of the village Hantagy.

2) the department of internal policy;
3) the department of culture and language development;
4) the department of employment and social programmes;
5) the department of physical training and sports;
6) the Editorial office of the newspaper Kentau.
28. Directly rules:
1) an onomastic commission;
2) a commission on timely registration of birth and death;
3) a commission on protection of rights of minors; ;
4) a commission on struggle with narcomany and narcobusiness;
5)a commission on woman affairs;
6) a commission on labour and social arrangement of amnestied persons.

3) with higher and secondary special educational institutions, pre-school facilities, printing-office, archives, mass media.

30. Manages the questions and assumes a personal responsibility for realization of akimat’s Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
1) the state, housing policy, construction, realized at the account of the budget funds, an effective development and functioning of the branches of: auto transport and communication, telecommunication, energetic and gas complexes, housing municipal service, heat and water provision, holding of geological and prospecting works on the territory of the city, rational and complex usage of natural reserves, safety of holding of mining works, prevention and removal of ill effect of mining works on the environment, planning and projecting of development of mining works, environmental protection, questions of architecture, territory building, mobilizational preparation and external situations.
31. Provides a realization of the State housing program, city programmes: “Pure water”, “Heat”, “Programm of planting with trees and gardens - Zhasyl El”, “An old house”.
32. Coordinates a work of the Machinery of the akim of the village Ashysai.
