about education of the South-Kazakhstan region on 01.09.2010
In 2009-2010 academic year 1022 schools of the secondary education functioned in the SKR, 1017 of them are state, 5- private , 7 - evening schools.
In 2009 about 90 mlrd. 203 mln. tenge were allocated for the sphere of education. In 2010 the financing was 98 mlrd. 11 mln. tenge, in comparison with 2009 it was increased on 8%.
In our region 531 state schools from 1012 are situated in adapted buildings, 324 – in adobe, 68 - in emergency conditions, 29 schools work in three changes.
Nowadays in our region 103 objects of education are being built.
On termination of building works a solving of problems with the 48 buildings of emergency condition, 29 three-change schools is expected. An offer of financing the construction of 10 schools, which are located in emergency building, was receipt.
From 39 schools, which are built according to the program “100 schools, 100 hospitals” , 26 schools are delivered in usage and 11 schools are planned to be delivered in 2010.
On acquisition of 100000 school desks and on acquisition of the school boards in amount of 6250 t about 1 mlrd. 156 mln. tenge were allocated.
On renovation of the computer technology in amount of 5247 items 556 mln.tenge were allocated .
In 2010 for equipping of 135 cabinets of physics and 70 cabinets of biology 883 mln. tenge were allocated, on acquisition of 47 lingual-training-multimedia cabinets 260 mln. tenge were allocated .
In 2009-2010 academic year in educational institutions as a whole 903 libraries functioned.
In the region about 476204 pupils are provided by free textbooks, the factor of the incidence forms 92%, and the other 8% are provided by textbooks at the account of their parents through the trade network.
According to the Decree of the Government of the Republic Kazakhstan № 173 from February, 19, 2003, the quantity of pupils, provided by free textbooks, were approved by the local akims and it has formed 344115 pupils. They were provided at the expense of the base of libraries by free textbooks on 100%.
In 2009-2010 academic year in the region 515 mln. 342 thous. tenge were allocated for acquisition of the scholastic-methodical complexes and textbooks for educational institutions and training from the regional budget. 901 thous. 503 textbooks and scholastic-methodical complexes were bought for this amount. For 2010 2011 academic year 565 mln. 175 thous. tenge were allocated from the local budget, 289 mln. 813 thous.tenge from the republican budget, for acquisition and transportation of textbooks, scholastic-methodical complexes on the subject “Self-knowledge” .
In the region 54350 teachers work in the organizations of education, 49960 of them have higher education, 4390- special secondary education. Amongst them 7408 are teachers of high category, 15098- of the first, 17277 –of the second category. In 2009-2010 academic year 623 young specialists were employed to job.
At the end of 2009244 preschool organizations of education functioned, incidence it has formed 28589 children, or 13,5%.
For present-day the number of preschool organizations reached till 337, the amount of children was 33468 , the factor of incidence is 20,9%.
The Government of the RK in 2010, 28, May has, developed the program “Balapan” for 2010-2014 on ensuring of the preschool education, by approving the Resolution № 488 and in purpose of realization of the given resolution the work on development of the networks of the preschool organizations of education was activated in the SKR.
In 2010 a functioning of 154 preschool organizations with 9085 places were planned.
According to the graph about 92 preschool organizations work for the present-day on 3721 places and in the functioning 25 preschool organizations 48 groups on 1165 places were opened.
In 2010 at the expense of the republican budget 16 kindergartens on 4720 places were built. The construction of two kindergartens must be finished by 2010 and the construction of the other 14 kindergartens are planned to be finished by 2011.
In 2009-2010 academic year 32 thous. 137 pupils. have finished the secondary school in the region. 20 thousand 398 pupils of them had passed the UNT (76,3%).
According to the results of the UNT the average ball of the region has formed 86,21.
This year from the general quantity of the graduates 1730 persons (8,48%) did not pass threshold level, in comparison with the previous year it was decreased in 2 times (last year 3483 graduates did not pass threshold level, it formed 17,22%) 590 pupils from 786 pupils, pretending on “Altyn belgi” had passed (75%).
In the Republic 2554 pupils were awarded by “Altyn belgi”, but in our region 590 graduates have justified their own knowledges on “Altyn belgi”.
In 2009-2010 academic year 16 pupils have took part in the contest of the international scientific project, which took place in schools of USA, Austria, Romania, CYPRUS, Georgia, Turkey, Holland, 5 of them conquered the Gold(en) medal, 3- Silver medal 3 and 6 pupils have got the Bronze medal, 2 pupils were awarded by the Certificates.
36 pupils have took part in the Republican tournament “Bastau” on subject “Mathematics” amongst the pupils of the initial classes: 2 commands have occupied the 1st place, 1 command has occupied the 2nd place, 3 commands were awarded by the document of the scientifically-practical centre “Daryn” .
16 psycho-pedagogical correctional cabinets function in the region, in the districts and cities, there 1395 and more children have correctional -sanitary actions.
The number of the orphanages is 6, 1 of them is private. 528 children are brought up and get education there. 125 of them are orphans, 403 children remained without charge of their parents.
In 2009-2010 academic year 270 children-orphans and children remained without charge of the parents have graduated from the general schools. 86 graduates - orphans of them are directed by the akim of the region to the high educational institutions for taking free education, 105 graduates – to the colleges, 17 – to professional lycees, 35 – are employed, 27 graduates have entered into the educational institutions of the other regions.
In the region in 92 institutions of technical and vocational training a preparing the personnel(frames) on 90 professions in amount of 77227 persons is conducted.
Acceptance according to the state educational order in 2010 has formed 9433 pupils that in comparison with 2009 (9287 pupils) is more in 2,8 percents.
In 2010 by the institutions of technical and vocational training 12821 specialists (2009 - 9045) were released, an increase has formed 3776 persons. The general percent of job placement has formed 97%.
Within the framework of the “Roadmap” in the region 2864 persons (in 2009 - 1864 persons, in 2010 - 1000 persons) were engulfed by refresher courses. The refresher courses of the personnel(frames) was organized on the base of 18 professional lyceums and 2 colleges on 32 professions, that on branch has formed the following:
1. construction and public facilities - 1496 persons;
2. technical - 735 persons;
3. sphere of service - 326 persons;
4. agriculture - 118 persons;
5. informatics and computing machinery - 109 persons;
6. oil and gas business - 80 persons.
In 2010 from the regional budget 30 places were allocated on reception of the vocational training for children invalids on the base of the South-Kazakhstan economy-technological college “Miras” on profession “Modeling of the cloth and design” - 15 places, “Computing machinery and software of the automatic systems” - 15 places.
