1. An akim of Shymkent executes, in accordance with authorities and competence, determined by the Constitution of the Republic of Kazakhstan, with the Law of the Republic of Kazakhstan "About local state management in the Republic of Kazakhstan", with Decrees of the President of the Republic of Kazakhstan on questions of the local state management, other normative legal acts, the whole absolute of executive power on the territory of the city. An akim provides a steady execution of the Constitution of the Republic of Kazakhstan, of the Laws, of the Decrees and the Orders of the President, of the Acts of the Government of the Republic of Kazakhstan, of akim and akimat of the South-Kazakhstan region (further - SKR), represents interests of the city in interrelations with state organs, organizations and citizens.An akim provides a carrying of a state policy on the territory of the city, an agreed functioning of all territorial subdivisions of the executive bodies in accordance with the Legislation of the Republic of Kazakhstan.
2. As a head of a local executive body, an akim of Shymkent places the legal acts for consideration of the city representative body, providing an observation of laws and an execution of the Acts of the President, of the Government of the Republic of Kazakhstan, of the akim and akimat of the SKR, a protection of rights, liberties and legal interests of citizens.
3. Inaccordance with the current legislation, the akim of Shymkentrealizes a system formation of executive organs in the city, manages the questions of personnel policy, of universal military responsibilities and military service, of a civil defence, of a mobilizational preparation and a mobilization.
4. On his own discretion, the akim makes suggestions to the region's akim about an activity of territorial subdivision of the central executive organ and territorial subdivision, financed from the regional budget, in the case of execution of the Constitution, laws, acts of the President, of the Government of the Republic of Kazakhstan by them;
5. An Akim of Shymkent appoints and discharges from the office the following officials: deputies akim of the city, in accordance with the authorized higher state organs, a Head of the Machinery of akim of the city, chiefs of the executive organs, financed from a city budget; officials of the Machinery of akim of the city.
6. An Akim of the city executes other authorities, in accordance with the Legislation of the Republic of Kazakhstan, and has right to delegate an execution of separate authorities to deputies, to the first chiefs of the corresponding executive organs.
7. In case of absence of an Akim of the city, his authorities are realized by a deputy akim of the city, by Bilisbekov Ergali Dauletbekovich.
8.An Akim directly rules an activity of:
- deputies akim of the city,
- a Head of the Machinery of the city akim;
- akims of the city districts;
- executive organs of the city.
