An Akim of the city - Zhetpisbaev Arman Shariipbaevich
1. An An Akim of the city Shymkent realizes an absolute executive power on the territory of the city in accordance with the authorities and the competence, determined by the Constitutionof the Republic of Kazakhstan, by the Law of the Republic of Kazakhstan "About the local state government in the Republic of Kazakhstan", by the Decrees of the President of the Republic of Kazakhstan about questions of the local state governing, and by other normative legal acts.
An Akim provides a steady execution of the Constitutionof the Republic of Kazakhstan, of the Laws, the Decrees and the Orders of the President, of the Acts of the Government of the Republic of Kazakhstan, of akim and akimat of the South-Kazakhstan region (furher-SKR), represents the interests of the city in the interrelations with state bodies, organizations and citizens.
An Akim provides a pursuing of a state policy on the territory of the city, an agreed functioning of the all territorial subdivisions of the executive bodies, in accordance with the Legislation of the Republic of Kazakhstan.
2. As a Head of a local executive body an Akim of Shymkent places for consideration the legal acts, providing an observation of laws and an execution of the Acts of the President and of the Government of the Republic of Kazakhstan, of an akim and akimat of the SKR, a protection of rights, liberties and legal interests of citizens, to the city representative body;
3. Inaccordance with the current legislation, an akim of Shymkent realizes a formation of a system of the executive bodies in the city, manages questions of personnel policy, of universal military responsibilities and military service, of a civil defence, and also of a mobilizational preparation and a mobilization;
4. On his own discretion makes suggestions to the region's akim about an activity of the territorial subdivision of the central executive organ and territorial subdivision of the executive organ, financed from the regional budget, in the case of execution of the Constitution, laws, acts of the President and the Government of the Republic of Kazakhstan by them;
5. An Akim of Shymkent appoints and discharges from the office the following officials: deputies of akim of the city, in accordance with the authorized higher state organs, of a Head of the Machinery of akim of the city, chiefs of the executive organs, financed from the city budget; officials of the Machinery of akim of the city.
6. An Akim of the city executes other authorities, in accordance with the Legislation of the Republic of Kazakhstan, and has right to delegate an execution of separate authorities to deputies, to the first chiefs of the corresponding executive organs.
7. In case of absence of an Akim of the city, his authorities are realized by the deputy akim of the city, by Bilisbekov Ergali Dauletbekovich.
8.An Akim directly rules an activity of:
- deputies akim of the city,
- a Head of the Machinery of the city akim;
- akims of the city districts;
- executive organs of the city.

The deputy akim of the city Bilisbekov Ergali Dauletbekovich
Manages questions and assumes a personal responsibility for realization of akimat's Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
1) a state housing policy;
2) construction, realized at the account of the budget funds;
3) territory building , realization of the general plan and development of the objects of infrastructure;
4) regulation of the land relations;
5) realization of a state industrial policy;
6) an effective development and functioning of the branches of: trade, sphere of services, monitoring of financial and economical activity of enterprise, of industry and agriculture;
7) an external decoration and visual advertisement of public and other places;
8) organizes a work on development of an entrepreneur activity.
9. Realizes a coordination of work of the territorial subdivisions of construction, turnkey contract and subcontract organizations.
10. Forms offers on distribution of amount of housing, which is under the authority of akimat;
11. Executes a coordination of work of the state bodies in the sphere of struggle with corruption and criminality. Organizes an execution of the regional programmes on measures for the prevention of offences and struggle with corruption;
12. Organizes a realization of the sate programmes:

Deputy akim of the city- Kopeeva G.M.
Manages the questions and assumes a personal responsibility for realization of akimat's Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
1) a tax and budget policy;
2) management and administering of a communal property;
3) elaboration of current and indicative plans and prognosis of: financing, prices, crediting, settlement discipline, state purchases, money circulation, salary, formation of stock exchange market, programmes of economical and social development of the city, prepares an account about execution of the city budget.

14. Executes a control over an execution of the profitable and expendable parts of the budget of the city, a purposal disposition of the financial resources, directed to upkeep of the state institutions of social sphere and executive bodies financed from the budget of the region.
15. Executes an administration of economical reform, of communal property of the city, an analysis and monitoring of raising and spending of the fund of the budget, off-budget and other funds.
16. Executes a control over the progress of the city communal property in accordance with the legal acts, carries out measures on their protection;
17. Assists in collection of taxes and other obligatory payments into the budget, organizes a work on development of investment climate;
18. Organizes realization of the state programmes: "Programm of social and economical development of Shymkent for 2006-2008", "Programm of management of government assets, which are in communal property of Shymkent for 2007-2008".
19. Deputy akim of the citydirectly rules an activity of:

2) connection and telecommunication;
3) heat- and energy supply;
4) transport, construction and reconstruction of automobile roads of city importance;
5) mobilizational preparation and emergency situations;
20. Organizes a work on provision of the population by water, electrical energy, gas and heat, an exploitation of water pipes, pollution control facilities, lines of electricity transmission, other objects of engineering infrastructure of the city.
21. Coordinates an organization of activities on questions of emergency situations;
22. Supervises questions of improvement of the city;
23.Executes a control over the work on upkeeping and improvement of the parks, squares, streets, reservoirs, fountains, zones of rest and other objects;
24. Coordinates rational and effective functioning of the public carriage of passengers.

Manages the questions and assumes a personal responsibility for realization of akimat's Decrees, Decisions and Orders and commissions of the akim of the region, accepted in the sphere of:

2. education;
3. culture and language policy;
4. labour and social protection;
5. physical raining and sports;
27. Organizes a work and a coordination with political parties, social associations, mass media, youth organizations and movements, religious confessions, creative unions, veteran's organizations on explanation of the internal and foreign policy;
28. Organizes a work of the akimat and of all state organs, which are jurisdictional to the city akimat, on execution of problems passing from the Address of the President to the people of Kazakhstan.

AHead of the Machinery of the city akim:
31. Provides a coordination of work and functioning of the departments and services of the Machinery of the city akim, in accordance with the established regulationand statute.
32. Executes a general coordination of work on organizational material-technical provision of the activity of the Machinery of the city akim, structural subdivisions of the Machinery, jurisdictionalorganizations.
33. Organizes a work on development of control and check up of the execution of the documentation provision,executes control on preparation of meetings of the akimat and other consultative organs, and the timely execution of the protocol decisions and commissions of the akim of the city.
34. Provides organization of an office work and a work with secret documents, moves a resolution on improvement of practice of interaction in a system of executive bodies on realization of legislative and normative acts on the questions of the local state administration.
35. Provides an examination of letters and other applications of citizens, orders of the higher executive organs.
36. Within his competence provides an interaction of the akim of the city with other organs of the state administration, maslikhat of the city.
37. Has a right of the first signature on behalf of a head of a legal entity on the documents connecting with provision of the activity of the Machinery of akim.
38. A Head of the Machinery directly rules works of :
