Nowadays there were undertaken the real steps, promoting a growth of enterprise, a making of happy circumstances for its development, protection from bureaucratic arbitrariness of a controlling organ.
In the region the Expert council on questions of enterprise at the akimat of the South-Kazakhstan region work, the council is created as a consultative- advisory organ, on the receipt of expert conclusions from the accredited associations of sublects of private business and interested noncommercial organizations on the projects of normative legal acts, affecting the interests of private enterprise. In the same way, the businessmen get a possibility for the preparation of their business in the conditions of new requirements of the state.
There are all necessary elements of the infrastructure for development of a small enterprise in the region for today. For present day in the region more than 20 public associations and associations of businessmen, the business-incubator “SODBI” , the State innovative fund, the innovative centre at the SKSU named after M.Auezov, 19 rural credit companies, 15 bank institutions, 5 branches of the insurance companies, 8 pawnshops, 6 future companies, funds on crediting and more than 180 micro-crediting organizations.
One more direction on support of a small business is an arrangement of conditions for ensuring of an access to financial resources, through the development of the corresponding infrastructure. The following institutions of the region are involved:
- the banks of the second level;
- the organizations, realizing the separate types of bank services;
- the micro-crediting organizations;
- the financial institutes, created with participation of the State.
In spite of the fact that crediting of a small business by the banks of the second level grows, the branch structure of credits for a small business shows that 40% of credits are directed for development of trade and repair of the cars, home products; about 16% - in construction; less 10% in agriculture and industry.
One of the basic directions of functioning the network of the regional branch of the JC “Fund of development of a small enterprise” assist the speed development of a small enterprise by the way of granting of an efficient set of financial and information-analytical services for subjects of a small enterprise and micro-crediting organizations.
The specialized business-grounds at the Fund promote a reduction of expenses and time of businessmen for the conducting of an accounting, a legal accompaniment of business. From the beginning of the year by the businessmen of the region about 1017 consultations on the types of financial products, 24 - on questions of book-keeping, 37- on legal were got and 112 businessmen were provided by the informative and to analytical materials.
Since the beginning of Realization of the program of development of micro-crediting in Kazakhstan by the Fund 17 micro-crediting organizations of the region to the amount of 704,3 million tenge were financed.
In accordance with the plan of measures the JC “Fund of development of a small enterprise” (2008-2009) the further development of extension of representative network of the Fund is provided by the financing of the local budgets, that corresponds to the Plan of measures on realization of the Regional program of support and developments of the enterprise in the South-Kazakhstan region for 2006-2008.
In this connection, the project of the estimated expenses was developed and an analytical work about expedience of opening of representative offices of the Fund in the Baydibek, Shardara, Sozak, Tulkubas, Tolebi, Otrar districts is conducted. Additionally, the department made a suggestion about opening of a representative office in the Saryagash district.
However from the beginning of this year, in connection with changes of the JC “FRMP”, the representation offices of the Fund in the Maktaaral, Sayram and in the city Turkestan were closed.
The insufficient development of the infrastructure of enterprise in the rural areas of the region influences upon the level of electronic readiness of the businessmen in the rural areas. The possibilities of the centralized services on conducting and consulting in the sphere of accounting and tax account, of a conducting of business, of marketing, management, legal and financial questions were limited.
Besides, jointly with the Business incubator «SODBI» a conception of development of regional consulting-centers is developed.
Since 2007 the project YUSAID on improvement of business surroundings in the South was realized, jointly with the corporate fund of the business-incubator «SODBI», the project is calculated for the decline of administrative barriers of the impedimental at the conduct of business subjects of a small business.
Purpose of the project research of an external environment of business in the region with a purpose:
-to define the main barriers at a local level, resources and donors for a private sector.
-to publish the results of analysis of the key measures, directed on development of further activity.
According to the results of the conducted researches the suggestions on decline of administrative barriers preventing the development of the enterprise in the Ministry of industry and trade of the RK were made.
In purpose of involvement of the women and youth of the region in business a determined work on increasing of the professional growing and economic formation is conducted. In accordance with the Regional program of support and development of enterprise in the South-Kazakhstan region for 2006-2008 and the plan of working of the Commission on deals of families and gender policy at an akim of the region for 2007 the entry seminars in the districts and cities of the region for women on the themes: “Marketing and branding”, “How to get the credit” and “On questions of the contributory changes into the taxation together with the LLC MCO “KazmicroFinance” (the Kazakhstan Fund of Crediting) are organized.
Within the framework of the partner’s Central-Asiatic project of the Handicraft chamber of Reynkhessen (Germany) and the SKB of the Association of business women of Kazakhstan in the cities of Arys and Turkestan the seminar-trainings on extension course of training of bakers, pastry cooks on preparation of products on German technology.
By the public association «League of businessmen of the South» the project on teaching the young people of the region to the business bases is realized during the two years. Purpose of the project of teaching the young people of the region to skills of business conducting.
The joint propagandistic work with public organizations and associations of enterprise is conducted in purpose of making the business climate. During the year in cooperation with the non-governmental organizations of the region 22 seminars were organized for businessmen of the region, 60 trainings, besides, on the constant base the consultations on different questions of conduct of the business are conducted. On all these actions about 4000 businessmen of the region were attracted.
The work on propaganda of business activity of the enterprise through the mass media for the reason of formation of the positive image of businessmen, of their contribution into economy and decision of the social tasks in the region is conducted. The rubric for a businessman is opened in the local newspaper "The South Kazakhstan", and also information is given for television, and for interview. Not less than 1 article is published a month as required.
The Department of Enterprise and industry of the SKR prepared the brochure- guidebook (the reference book) for businessmen, where a list of the state organs rendering services for businessmen is shown.
The seminar-conference “Measures of the state support of investment” with participation of the representatives of the Committee on investment of the Ministry of industry and trade of the RK and the contest “For achievements in development of a small enterprise” on several nominations were organized.
The basic tasks of 2008:
- An increase the share of small and middle enterprise in the structure GRP (gross regional product).
- Provision of employment and increasing of living level of population;
- Overcoming of administrative barriers;
- Facilitation of access of a small and middle enterprise to the credit resources;
- Priority development of production and tourist sector of enterprise;
- Improvement and development of the system of the dataware enterprise;
- Increasing of efficiency of the state and non-state institutes of support of a small and middle enterprise.

Company with limited liability
On the basis of the Law of the Republic Kazakhstan «About companies with the limited and additional liability», company with the limited liability has a company name, which must contain a name of a company, and also the words "company with limited liability" or an abbreviation "LLC".
The company name of a company with additional liability must contain accordingly the words "company with additional liability" or an abbreviation "CAL".
Company with limited liability is a commercial organization, it has civil rights. The location of the company with limited liability is a location of its constantly acting organ.
Outside of its location a LLC has a right to create the branches and to open representations.
Creation of a company with limited liability begins with conclusions of a constituent agreement by its founders and is finished by the state registration of the company as a juridical person.
