DISTRIBUTION
of functional duties between the akim of the city and his deputies
An Akim of the city - Moldaseitov Kairat Kuseinovich
1. An Akim of Turkestan of the South-Kazakhstan region, within his competence and authorities, determined by the Constitution of the Republic of Kazakhstan, by the Law “About the local state management and self-management in the Republic of Kazakhstan”, by the Orders of the President of the Republic of Kazakhstan on questions of local state management, and also by the other normative and legal acts, performs an executive power on the territory of the city.
An Akim provides a steady execution of the Constitution of the Republic of Kazakhstan, Laws, Decrees and Orders of the President, acts of the Prime-Minister and of the Government of the Republic of Kazakhstan, of the region’s akim, a right combination of regional interests with national interests, represents the interests of the city in interrelations with state bodies, organizations and citizens.
2. An Akim of Turkestan as a head of an executive body of the city, places for consideration the legal acts, providing an observation of laws and an execution of the Acts of the President and of the Government of the Republic of Kazakhstan, a protection of rights, liberties and legal interests of citizens, to the city representative body.
3. In accordance with the current legislation, an akim of the city realizes a formation of the system of executive bodies in the city, manages questions of personnel policy, of universal military responsibilities and military service, of a civil defence, and also of a mobilizational preparation and a mobilization, and also within is authorities, provides an interaction and a coordination of an activity of the territorial organs of the ministries and administrations of the Republic of Kazakhstan, situated on the territory of the city.
4. In cases, stipulated by the legislation, as a representative of the President and the Government of the Republic of Kazakhstan, an Akim of the city promotes a decision of the city problems, within its competence represents the interests of the city in foreign economical activity and assists in development of interregional connections.
5. An Akim of the city provides a general administration in the sphere of budgetary policy and inter-budgetary relations, organizes a coordination and an interaction with territorial organs on questions of tax and budget administering, financial control and economical security.
6. An Akim of the city organizes a fulfillment of requirements of the Law of the Republic of Kazakhstan “About military obligations in a military service”, coordinates a realization of city programmes on measures for the prevention of offences and struggle with criminality, narcomany and narcobuisness; performs control on execution of legislation in the sphere of: struggle with corruption, improvement of civil and legal relations, realization of authorities of local organs of the state administration.
7. An Akim of the city, in accordance with the Legislation of the Republic of Kazakhstan “About state service”, appoints and discharges from the office the political state officials and administrative state officials (deputies akim, a Head of the Machinery of the akim, advisers of an akim, chiefs of the executive organs, structural subdivisions of the Machinery of the city akim, an akim of the city, akims of the villages) financed from the city budget.
Executes an interaction with the Machinery of akim of the region on questions of development of the city, of realization of laws, decrees of the President of the Republic of Kazakhstan, decisions of the Government of the Republic of Kazakhstan, directive documents of the higher state organs.
8. The Akim directly rules an activity of:
1) deputies akim of the city,
2) a Head of the Machinery of the city akim;
3) advisers of the akim of the city,
5) chiefs of the city departments;
6) Akims of rural areas.
9. Interrelates with:
1) Turkestan city department of the DCNS of the Republic of Kazakhstan, in the South-Kazakhstan region;
2)the city prosecutor’s office;
3) the city court;
4) the city department of defence affairs.
5) the city maslikhat;
10. Coordinates an activity of:
1) an akimat of the city;
2) the city Council of struggle with criminality and corruption in akimat of the city;
3)the commission of subsidizing of agricultural producers.
Deputy Akim of the city Turkestan - Torezhanov Saken Nurmahanovich
1. Manages the questions and assumes a personal responsibility for realization of akimat’s Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
1) tax, budgetary and investment policies;
2) management and administering of communal property;
3)regulation of land relations;
4) coordination and realization of all state and regional programmes;
5) elaboration of current and indicative plans and prognosis of: financing, prices, crediting, settlement discipline, state purchases, money circulation, salary, formation of stock exchange market, programmes of economical and social development of the city, prepares an account about execution of the city budget;
6) mortgage credit lending of housing cnstruction.
7) preparation and realization of the strategic and medium-dated plans of economical and social development
8) financing of programmes of city development, of financial and crediting relations;
9) medium-dated plans of economical and social development;
2.Executes an administration of a communal property of the city, makes an analysis and a monitoring of raising and spending of the fund of the budget, off-budget and other funds.
3.Executes a control over the execution of the profitable and expendable parts of the budget of the city, purposal disposition of the financial resources, directed to upkeep of the state institutions of social sphere and executive bodies financed from the budget of the region.
4. Executes a coordination of work of the state organs in the sphere of statistics, of financial control, of tax and customs house.
5. Provides an improvement of practice of maintenance and usage of state living-space fund, interacts with territorial organs in the sphere of administering of state property and privatization, executes a control of effective usage of objects of communal property and property complex.
6.Coordinates a work of an akimat of Karnak on questions within its competence.
7. Directly rules an activity of:
1) the department of finance;
2) the department of economy and budget planning;
3) the department of land relations.
8. Supervises, coordinates a work, and interrelates with:
1) the tax committee of the city Turkestan;
2) the department of forecasting;
3) non-governmental sector;
4) the National banks, state and commercial banks;
5) the budget commission;
6) the competitive commission on state purchases;
7); the commission on land relations;
8) the TRB, the cadastre department, MCC “Turkestan-Su”, MCC “Zhylu”, kindergarten “Aliya”, kindergarten “Akkogershin”, kindergarten “Aigul”, kindergarten “Baldauren”, kindergarten “Aigolek”, ICRC “Children’s musical school”, “Palace of culture”, ICRC “Turkestan city computer center”, LLC “Editorial office of newspaper Turkestan”, ICRC “Turkestan center of children and adults”, LLC “Yassy-Sauran”, “Veterinary service”, LLC “Hotel Turkestan”, LLC “Turkestan zher”, LLC “Turgyn ui”, LLC “Turkestan tazalyk zharyk”, LLC “Turkestan kurylys”, LLC “Architecture and city construction”, LLC “Turkestan Ak niet”.
Deputy Akim of the city Turkestan - Ertai Seit Myrzakulovich
1.Executes a realization of programmes: “Cultural heritage”, “State programm of usage and development of languages for 2001-2010”, “State programm of development of education for 2005-2010”, “Programm of employment and social support of population”, “Rehabilitation of invalids for 2006-2008”, “Programmes on prevention of law infringement among minors”,
“Programm of development of physical raining and sports in the city Turkestan for 2008-2010”, “Programm on struggle with narcomany and alcoholism”, “Programm of support of motherhood and childhood”.
2. Controls questions of: internal policy, international agreement, language policy, programmes in the sphere of social and cultural heritage. Organizes and regulates questions of explanation of the policy of the President and the Government of RK in the sphere of internal and foreign policy, a work with political parties, public associations,, non-governmental organizations, religious confessions, creative unions.
3. Controls a work of computerization of schools, of their connection with internet, of a remote education, a formation of the healthy way of life, on realization of the program of struggle with tuberculosis, jaundice and other infectious diseases, a provision of schoolchildren by hot feeding, a coverage of schoolchildren, a work with teenagers of pre-conscription and call-up age, a development of tourism and sports.
4. Rules a work of the following organizations:
- the department of education;
- the department of physical training and sports;
-the department of culture and language development;
- the department of internal policy;
- the department of employment and social programmes;
-an editorial office of the newspaper “Turkestan”.
5. Coordinates, in the sphere of his activity, a work of akims of rural areas, of an administration of sanitary and epidemiological control, of the city medical association, of a council of veterans, of political parties and public associations, of professional schools, of Kazpost, of the city department of the pension payment centre, of the department on defense affairs, archives, museum, of disinfection, of organizations on subscription, editorial office, mass media.
Deputy Akim of the city Turkestan - Userbaev Alipbek Sharipbekovich
1. Manages the questions and assumes a personal responsibility for realization of akimat’s Decrees, Decisions and Orders and commissions of the akim of the city, accepted in the sphere of:
1) the municipal service;
2)the communication and telecommunication;
3) the heat and power provision;
4) the transport, construction and reconstruction of automobile roads of city importance;
5) the mobilizational preparation and emergency situations.
2. Organizes a work on provision of population of the city by water, electrical energy, gas and heat, on exploitation of water-pipes, pollution control facilities, lines of electricity transmission, other objects of engineering infrastructure of the city.
3. Coordinates an organization of measures in problems of emergency situations.
4. Supervises questions of equipping with services and of the external decoration of the public and other places.
5. Executes control of work on maintenance and equipping with services of the parks, public gardens, streets, reservoirs, fountains, places of rest and other objects.
6. Coordinates a rational and an effective functioning of the public passenger’s transportation.
7. Organizes a realization of the state programmes:
1) “Regional Programm of reconstruction, construction and technical re-arming of the systems of water-supply and drainage system of the city Turkestan for 2007-2009”;
2) “Programm of planting with trees and gardens of the city Turkestan for 2007-2011”;
3) “Programm of development of the system of external lightening of the city Turkestan for 2007-2011”;
4) “Programm of development of transport infrastructure of the city Turkestan for 2007-2011”;
5) “Programm “Pure water””;
6) “Programm of prevention of emergency situations of natural and technical character for 2007-2009”.
8. Deputy Akim of the city directly rules an activity of:
- the department of municipal services, passenger’s transport and automobile roads;
- the department of construction;
- the department of architecture.
9. Leads:
- the staff on preparation of the city to the autumn-winter season;
-the commission on emergency situations;
10. Coordinates a work and interacts with:
- the power supply complex;
- the complex of city transport and communication;
- LLC “Turkestan zharyk”;
- OJSC “Ontustyc zharyk”;
- the departments of the state and ecological expertise of the territorial management of the environment protection;
- the department of emergency situations.
