Volume of services chosen for the guaranteed volume of free medical help in the SKR in 2009 has formed 34 billion. 516 mln. 673,0 thous. tenge, which is above in 1,3 times, than in 2008 (26 billion 386 mln. 144,0 thous. tenge) and in 1,3 times above than in 2007 (20 billion. 356 mln. 666,0 thous. tenge).
The medical organizations of the SKR do medical services according to the list, confirmed by the Decree of the Government of the Republic Kazakhstan N 853 "About approving of the guaranteed volume of the free medical care in 2008-2009" from September, 28, 2007, which defines the types, volumes and conditions of rendering the medical help, provided to the people of the Republic Kazakhstan and comers (hereinafter - a people) at the expense of the facilities of the state budget, and including medical services, possessing the most proved efficiency:
1. Rendering the population of the primary medical-sanitary (hereinafter - FMSH) and consulting-diagnostic help (hereinafter - CDH).
2. Fast and urgent medical help.
3. Stationary medical help on direction of specialists of FMSH and medical organizations.
4. Rendering the medical help to persons, suffering from social-significant diseases and diseases, presenting a danger to surrounding, according to a list, installed by the Government of the Republic Kazakhstan.
5. Additional types of medical help, received in an order, installed by the legislation of the Republic Kazakhstan.
List of the SOFMH, provided in a form of the fast and urgent medical help and sanitary aviation.
Medical help rendered in the form of the fast medical help, is realized gratis, including medicinal provision within a list of the main (vitally important) medicinal facilities in an order, defined by accredited organ in the field of public health, for all categories of population at condition, threatening the lives or health (the urgent condition), caused by the sharp disease, by the intensification of the chronic diseases, by an accident, trauma, poisoning, and also by pregnancy and childbirth.
List of the SOFMH in the form of the fast medical help includes an execution of the medical-diagnostic manipulate and delivery of sick on medical evidences in organizations, rendering an emergency medical help, as well as medical provision of mass actions.
List of the SOFMH, provided in the form of the primary medical-sanitary and consulting-diagnostic help.
SOFMH in the form of the FMFH is given to people in the manner of medical or skilled medical help, it is done by the district internists, pediatricians, obstetrician-gynecologists, general practitioners, medical assistants, obstetricians, nurses according to the address or fastening the people in order, defined by accredited organ.
List of the SOFMH in the form the FMFH and CDH includes preventive, diagnostic and medical services in accordance with the periodic protocol of the diagnostics and treatments, confirmed by accredited organ.
Preventive services include:
1) routine inspections of the separate groups of population in accordance with the order, installed by the accredited organ;
2) vaccination against infectious and parasitogenic diseases, according to the list, confirmed by the Government of the Republic Kazakhstan;
3) sanitary-hygenic, antiepidemic actions and preventive maintenance of diseases.
Medical services include:
1) rendering of urgent help before the leaving of a patient from critical condition and/or arrivals of the crew of the fast medical help;
2) medical manipulates: injections, imposition gauze, hardenning armbands, buses, surgical, gynecologic, urological, ophthalmologic, otorhinolaryngological and the other dispensary of the procedure with use of consumables of medical organization;
3) physio- procedures to children till 18 years on medical evidences;
4) emergency stomatologic help to social-undefended groups of population, planned stomatologic help (except orthodontic and orthopedic) to children till 18 years and pregnants, including an extraction of teeth, dissecting and imposition of the seal from composit material of chemical solidification;
5) free/favourable medicinal provision at dispensary treatment of separate category of population according to a list of types of diseases, confirmed by an accredited organ.
Specialized medical help is done to the following specialities:
1) of therapeutic profile, including allergology, gastroenterology, hematology, dermatovenerology (the heavy refractory form of diseases with extensive defeats), immunology, infectious and parasitogenic diseases, cardiology, cardiorheumatology, addictology, neurology, nephrology, profpathology, psychiatry, pulmonology, rheumatology, therapy, phthisiology, endocrinology;
2) of the surgical profile, including anesthesiologia and reanimotologia, mammology, neurosurgery, oncology, otorhinolaryngology, ophthalmology, proctology, traumatology and orthopedics, vascular surgery, toxicology, urology, surgery, maxillofacial surgery;
3) of the pediatric profile, including baby allergology, baby gastroenterology, baby hematology, baby dermatovenerology, infectious and parasitogenic diseases of children, baby cardiorheumatology, neonatology, baby neurology, baby neurosurgery, baby nephrology, teenage addictology, baby otorhinolaryngology, baby oncology, baby ophthalmology, pediatrics, baby psychiatry, baby pulmonology, baby anesthesiologia and reanimotologia, baby aftertreatment (when rehabilitation is an integral component of the treatment), baby stomatology, baby traumatology and orthopedics, baby toxicology, teenage therapy, baby urology, phthisiology, baby surgery, baby maxillofacial surgery, baby endocrinology;
4) of the obstetric- gynecologic profile, including obstetrics and gynecology, except extracorporal fertization and medical geneticists.
